What new payment processing-related regulations are being implemented by California's FPPC?

We are in compliance with the updated FPPC regulations, which include:
  • Regulation 18430.1: Introduces prohibitions and limitations on contributions and expenditures using prepaid cards. There is an exception allowing the use of prepaid cards if they are linked to a prepaid expense account and management system with detailed, itemized records of all expenditures.
  • Amendments to Regulation 18421.3: Prohibits candidates or committees from contracting with payment processors that do not have stringent verification measures.
  • Amendments to Regulation 18401: Imposes additional recordkeeping requirements for contributions received through payment processors.
How is eFundraising Connections ensuring compliance with these new FPPC regulations?
We have integrated these regulatory requirements into our platform, including prohibiting the use of prepaid cards and utilizing address verification system (AVS) for all donations on eFundraising Connections.  We worked with the FPPC to ensure that we comply, and that we meet all recordkeeping requirements so our clients can confidently stay in compliance with all FPPC regulations.
